Attendees will learn how interoperable, verifiable digital credentials can be used in hiring and development processes to empower employees and employers with a more complete and transparent understanding of people's talents and competencies.

Rapidly evolving technologies for digital, verifiable learning, employment, and competencies records are unlocking new opportunities for understanding and evaluating what people know and can do. Interoperable learning and employment records (LERs) in digital wallets enable people to collect credentials from numerous diverse sources to document their full range of abilities, from degrees and certifications to specific competencies and responsibilities. Open standards such as the Credential Transparency Description Language (CTDL) and W3C Verifiable Credentials provide shared data structures for reliable human- and machine-readable credentials. Learn from leading developers of LERs and wallets how these technologies are streamlining HR processes through instant verifications, empowering skills-based, equitable hiring, and revealing hidden talent.

Dr. Rick Goldgar, Ph.D. is the IBM Associate Partner for Digital Credentials in the IBM Talent Transformation Service Line. He was responsible for the original architecture of what is now the IBM Digital Credentials product and currently leads efforts for the Learning and Employment Records (LER) marketplace. He is also instrumental in the worldwide credentials market business planning, client relationships, partnerships and supports business and financial modeling. Dr. Goldgar participates in education credential efforts with numerous organizations, including IEEE and the Ed. 3.0 efforts.

Dr. Goldgar has been with IBM more than nine years, previously working in IBM Watson Research, Watson Education and in the IBM Center of Competency.  He has supported numerous key education initiatives at IBM in both k-12 and higher education and has worked directly with clients worldwide.

Dr. Goldgar was formerly the CIO and CTO at the Texas Education Agency, a $27B state agency responsible or over 1200 K12 districts, over 6M students and over 500,000 teachers in public and charter schools. In this role he was responsible for operations, contracts, innovation in the IT department.  Dr. Goldgar built and managed award-winning organization of over 200 staff, over 80 applications, with a $45M budget for functions including project management, operations, security and data systems. Mr. Goldgar is considered the Father of Texas Student Data System (TSDS), a state-wide data warehouse and reporting system for all schools.

Scott Cheney is Credential Engine’s first CEO where he leads the organization’s efforts to reveal the marketplace of credentials.  Prior to Credential Engine, he served as the Policy Director for Senator Murray and the Senate HELP Committee. He led reauthorization of the Workforce Innovation and Opportunity Act and Perkins CTE, and to expand registered apprenticeships.  Previously Scott managed his own consulting firm, and held positions with the National Alliance of Business, the American Society for Training and Development, the U.S. Chamber of Commerce.  Scott holds a BA in Philosophy from Carleton College, and a Masters from Georgetown University.  His first paycheck in this career path came from Dr. Seuss.

Sharon Leu is an Executive in Residence at JFFLabs at Jobs for the Future, a national nonprofit driving the design and scale of technology-enabled approaches to promoting economic advancement. Sharon is focused on building infrastructure for a skills-based talent marketplace, promoting credentials interoperability standards, and empowering individuals to use their data to access opportunity. Prior to joining JFFLabs, Sharon led postsecondary education innovation initiatives at the US Department of Education's Office of Educational Technology.  Sharon hopes to be a park ranger when she grows up.

These organizations co-exist to reinvent how career records and credentials are shared across the labour market, empowering individuals, businesses and educational institutions through transformational blockchain technology.
Prior to founding Velocity Etan served as Managing Partner of AKT Solutions, one of the largest HR advisory and technology system integrators in EMEA, working with prominent enterprises in the region to transform their HR infrastructure.

Etan began his 25+ year career in Organization Development and HR leadership roles at Intel and Applied Materials.
